Travel insurance is an absolute requirement for a Schengen visa, and it is checked when you submit. If it is wrong, it is not discussed — it is rejected.
The policy covers Norway only. The amount is stated in baht rather than euros, with no way to see that it matches EUR 30,000. The dates cover the trip but not the full visa period applied for. Or: the document is a booking confirmation, not the policy itself.
Buy the insurance BEFORE the VFS appointment, but not before you know the dates you are actually applying for. A policy with the wrong dates is as useless as no policy.
